If it was a standard that worked with external recipients (whose email system was out of your control)… oh wait a minute, that is what bcc is for….
Inside the enterprise this can be done with other mail systems without wIDows rights management, though it is nice to see MS/exchange attempting to catch up to market leaders. (even if it does require implementing and intertwining the whole MS product suite)
